This office is an extreme exception. The "Verizon Companies" GTE and Bell
Atlantic just do not build new central offices barring an act of god. In
general the two companies will deploy countless remote terminals in situations
of capacity relief. The only time they would build a new central office would
be in respone to an act of god. Such an act of god happened in the late 90s
with the coming of hurricane Floyd which washed out the entire downtown area
of Franklin [ed. poor quality picture coming soon!].
The original CO was a single story brick structure located to the left of the current office and being a single story low ground structre was flooded and the original Nortel DMS remote switch destroyed. However, GTE quickly restored service by bringing in a mobile central office consisting of two Nortel branded semi trailers (the switch), a wooden toolshed (w/GTE logo to act as the OAM) and a very large trailer to act as the MDF/cable vault. The mobile central office was in place for about a year, maybe a year and a half while the current office was built and service cut over. However, this time the new office was placed on pilings and elevated several feet above the street to avoid any future floods. This is also why the two electrical transformers that serve the office are also on pilings.
Verizon also took this opportunity to upgrade the switch from a set of DMS remote switches to a full blown DMS 100 as well as correct the office CLLI to follow ILEC assignment guidlines (the original office had a CLLI base of FKLNVABK - an RBOC format). I've never found out why the original office had a non-compliant CLLI code. Ironically, the original CO did have DSL frame relay equipment installed at the time it was destroyed!
