Comments:

Interpop route along the Washington, D.C./Reston, VA switch/POP route to Charlotte, NC. Fiber should run along Norfolk Southern trackage between Manassas and Charlottesville. Charlottesville POP was found via an FCC two way radio license (call sign WNQJ919) althought no two way equipment was present at the time of the site visit.

An interesting, possibly dated, article on the Sprint fellow responsible for the part of this route and the Charlottesville POP can be found here. Small world I suppose.
