This is actually a Sprint long distance POP. What I suspect happened is that when Sprint PCS launched service in this market there was no MTSO (just a field office). Over time the field office was converted into an MTSO and the cell sites/exchanges rehomed to this new facility. It would appear the original configuration was to have the exchange traffic trunked into the POP and then backhauled to the Richmond LD POP and then handed off to the Richmond MTSO (seperate facilities).

In addition to the below exchanges, the following exchange were also assigned here but have since been transfered to the Norfolk MTSO: 206-9, 218, 270, 303, 329, 343-4, 348, 535, 537, 560-1, 572-4, 576, 580, 593 and 676.

Finally, this is not the original POP. Like the POP in Charlottesville this site has been totally rebuilt. Originally, it looked very similar to the Fredericksburg POP. According to this very interesting article, Newport News was the site of Sprint's last fiber cut in Virginia in 1988.
